Here’s what the Creator of VetCalc told me: ​​

My name is Andrew McKeown, I am a honorably discharged (and service connected) Veteran of the United States Marine Corps.  Additionally, I was formerly employed as a Rating Specialist with the Dept of Veterans Affairs (VA) for nearly 3 years. 

I recently developed an IPhone and Android application called VetCalc ” that I think would be of great assistance to you.  

VetCalc has the ability to quickly and accurately provide combined disability percentages with bilateral factor calculations without looking at the combined rating table or any Title 38 CFR reference whatsoever.  Last, it calculates current monthly payment rates according to any Veteran’s unique dependency situation. 

VetCalc can accurately address some of the most common questions from your Veteran clients in seconds: 1) What is my RAW combined disability percentage? 2) How much will and/or should my current monthly payment be?   3) How many more disabilities and/or increase evaluations do I need to achieve the next higher level of compensation? ​​I would make a special note that the incorporation of the “Bilateral Factor” into  VetCalc is critical.  Here is why.  Even with the VA’s recent implementation of the Veterans Benefits Management System (VBMS) (the VA’s new disability compensation software) there remains freedom, in some instances, for Rating Specialists to designate a disability without triggering the “bilateral factor” computation.  

This can change a Veteran’s overall disability percentage and ultimately their monthly payment.

Although this issue may have been resolved since my resignation in January 2014, I doubt it.  Additionally, Rating Decisions generated with the older disability software are rampant with this error. Trust me I saw it happen time and time again during my review of 1000’s of cases. 

As is widely publicized, the Dept. of Veterans Affairs makes mistakes all of the time.  Quite often it is the diligent work of attorneys like yourself who identify and correct these mistakes. Arming yourself with VetCalc will undoubtedly assist you in assuring your Veterans are getting the benefits they sacrificed so selflessly for.
